The Speaker of Ghana’s Parliament, Rt Hon Alban Sumana Kingsford Bagbin, has denied any knowledge of a Legislative Instrument (L.I.) before the House that seeks to amend the Road Traffic Regulations.

This L.I. purportedly offers lawmakers, among other state officials, the opportunity to use sirens and be exempted from speed limits.

The L.I. has received backlash, with the minority caucus demanding its immediate withdrawal by the Transport Minister.

However, commenting on the matter during a public lecture on private member bills organised by Parliamentary Network Africa (PNAfrica) at the University of Ghana, Speaker Bagbin clarified that Parliament does not possess the constitutional authority to amend regulations.

“There is nothing like that before Parliament, and I was concerned something was being done behind my back. I contacted my directors, and they confirmed that no such L.I. had been presented. As the Speaker, I am responsible for admitting these matters, and sometimes they may overrule me, but I have not seen any such L.I.

“I later learned that it was claimed Parliament was amending a regulation. However, we do not have the power to amend regulations according to the constitution. Therefore, it cannot be true because Parliament doesn’t have that authority. In fact, this power is delegated to other bodies,” he explained.

He however charged members of the public to disregard it, as parliament has no such powers to amend an L.I whatsoever.
