Frank Annoh-Dompreh Sworn in as Board Chairman of Road Fund Management
On Thursday, July 18, 2024, the Majority Chief Whip of Parliament, Frank Annoh-Dompreh, was sworn in as the new Chairman of the Road Fund Management Board under the Ministry of Roads and Highways.
He was appointed by President Nana Akufo-Addo to replace the Majority Leader, Alexander Kwabena Afenyo-Markin, who has been moved to the Electricity Company of Ghana (ECG) as Board Chairman.
Mr. Annoh-Dompreh was sworn into office alongside two other members: Mr. Kwesi Agyei, the Acting Accountant General, and Alhaji Amin Abdul-Rahaman, Chief Director of the Ministry of Local Government, Decentralization, and Rural Development. These three took the Oath of Office and the Oath of Secrecy to join the 13-member Board.

During the swearing-in ceremony, Minister for Roads and Highways, Francis Asenso-Boakye, urged the new Board Chair and members to prioritize road maintenance across the country.
He noted that while governments had historically invested in the construction of new roads, investment in their maintenance had been inadequate.
Mr. Asenso-Boakye emphasized the government’s deliberate policy shift to focus on road maintenance, attributing the deterioration of many roads to poor maintenance due to financial constraints.
He charged the Board to allocate 60 percent of proceeds from the Road Fund to maintenance, protecting existing infrastructure while seeking alternative financing for new road development.
The Minister highlighted that the government had invested heavily in the road sector, covering more than 12,000 kilometers in 2017, surpassing any previous government in the country’s history.
The appointment of the new Board members was necessary following the resignation of three members, including former Chairman Alexander Afenyo-Markin.
Mr. Annoh-Dompreh’s appointment as Board Chairman was announced in a letter signed by Nana Asante Bediatuo, Secretary to President Nana Addo Dankwa Akufo-Addo, pursuant to section 3(2) of the Road Fund (Amendment) Act, 2016, (Act 909).
On behalf of the new Board members, Mr. Annoh-Dompreh pledged their commitment to ensuring that the road sector benefits Ghanaians.
He assured that they would not take their work lightly and that it would not be business as usual. He emphasized the Board’s dedication to collaborating with the Minister of Finance to ensure timely release of necessary funds to complete road projects.
