2025 Budget Set to Strengthen Health Sector and Local Governance – Dr. Sandaare
Dr. Sebastian Sandaare, the Member of Parliament for Daffiama/Bussie/Issa, has expressed strong support for the 2025 budget, emphasizing its potential to boost both the health sector and local decentralized governance.
Dr. Sandaare commended the government’s decision to uncap the National Health Insurance Levy (NHIL) and the Ghana Education Trust Fund (GETFUND), noting that these measures would significantly improve health and education services across the country.
He highlighted that the un-capping of the NHIL alone would release approximately 9.9 million Ghanaian cedis, which would be directed towards vital healthcare improvements.
He in his considered view, funding for essential medicines, vaccines, and the implementation of free primary healthcare initiatives under the “Mahama Care” program is key.
The budget presented by the Minister for Finance, Dr Cassel Ato Forson also promises to address critical non-communicable diseases, which are becoming a growing concern.
As a health expert, Dr. Sandaare expressed excitement over the budget, calling it a “budget of hope.” He stressed that it is practical and addresses the real needs of Ghanaians, especially in the health sector.
He added that, for the first time in his nine years in Parliament, the budget presents tangible solutions that will directly benefit the people.
Another key highlight of the budget is the allocation of 80% of the Common Fund to local authorities, which will enhance the decentralization process.
Dr. Sandaare noted that this would provide local assemblies with the necessary resources to engage with their communities, address key issues, and effectively manage infrastructure development.
He pointed out that this allocation would allow assembly members to receive allowances, enabling them to better serve their constituencies.
The lawmaker also acknowledged the government’s commitment to infrastructure development, with a dedicated funding pool for projects under the “Big Push” agenda.

Unlike previous initiatives like Agenda 111, which lacked committed funding, the 2025 budget ensures that substantial resources are earmarked for critical infrastructure.
In addition to health and governance, Dr. Sandaare praised the government’s approach to presenting the budget by giving sector ministers the opportunity to delve deeper into their respective areas, emphasizing that such budgetary process allows for more detailed discussions and better engagement with Parliament.
Dr. Sandare described the 2025 budget as a “budget of hope” that is not only practical but will directly touch the lives of ordinary Ghanaians.
He reiterated his confidence in the government’s ability to deliver on its promises, citing the assurance that this budget will be one that Ghanaians can feel and benefit from.
