Persons with Disabilities will Enjoy Free Tertiary Education under Mahama-Haruna Reaffirms
The Minister for Education, Hon. Haruna Iddrisu, has reaffirmed the government’s commitment to delivering inclusive free tertiary education for persons with disabilities (PWDs) through the Students Loan Trust Fund (SLTF).
Speaking during a meeting with the Ghana Federation of Disability Organizations at the Ministry of Education, the Minister announced that data collection efforts are underway through the Ghana Tertiary Education Commission (GTEC) to facilitate the effective rollout of the policy.
“The Ministry is firmly committed to promoting accessible and equitable education for all, in line with President John Dramani Mahama’s resetting agenda,” Mr. Iddrisu stated.
He emphasized that the best of President Mahama’s leadership lies ahead, promising a progressive approach that corrects past challenges while pushing for greater inclusivity in national development.
“To measure him, let’s measure him by today and what lies ahead — not by the past,” he said, referencing a recent academic engagement in Portugal where he spoke about Mahama’s forward-looking vision.
Mr. Iddrisu disclosed that a committee has been formed to develop a clear roadmap for the implementation of the free tertiary education initiative for PWDs.
The committee will comprise three representatives from the Federation — Mr. Joseph Atsu Homadzi, Hon. John Majisi, and a female representative to be nominated by the Federation. These will work alongside the Deputy Minister of Education, Dr. Clement Apaak, and the SLTF CEO, Dr. Saajida Shiraz.
“We have defined a roadmap — three from your side and three from the Ministry — to draft a mutually agreed blueprint for implementation. There will be no walkback on the President’s pledge,” he assured.
The Education Minister urged all persons with disabilities to register with the Students Loan Trust Fund, as the initiative’s funding will be channelled through the SLTF. He further indicated that provisions are being considered to enhance institutional support, employment quotas, and registration allocations for PWDs.
Dr. Clement Apaak, known for his advocacy on disability issues, will co-chair the implementation committee alongside Mr. Homadzi. Mr. Iddrisu praised Dr. Apaak’s continued dedication to championing disability rights in Parliament.
“We will do our utmost to enhance equitable quality education in Ghana, with a priority on ensuring that no person is left behind because of disability,” the Minister added.
The Ghana Federation of Disability Organizations, in turn, expressed appreciation to the Minister and commended the government’s efforts toward inclusive educational reforms.
