The Criminal Investigations Department (CID) of the Ghana Police Service on Monday, October 6, 2025, interrogated former Attorney-General and Minister for Justice, Godfred Yeboah Dame, over allegations contained in a petition filed by Mr. Richard A. Jakpa, Director of Special Operations at the National Security Secretariat.
Mr. Jakpa, one of the accused persons in the ongoing ambulance procurement trial involving Minority Leader Dr. Cassiel Ato Forson, petitioned the CID in late September 2025, accusing Mr. Dame of professional misconduct.
According to the petition, during a telephone conversation on March 26, 2024, Mr. Dame allegedly urged Mr. Jakpa to tailor his testimony in a manner that would implicate Dr. Forson in the case. Jakpa further claims that Mr. Dame advised him to procure a false medical excuse to delay his court appearance, purportedly to allow the then-Attorney-General to be present upon returning from an overseas trip.
Mr. Jakpa said he rejected the suggestion, describing it as “criminal, dishonest, and unethical,” and urged the CID to investigate the matter and hold Mr. Dame accountable if found culpable.
The CID, after acknowledging receipt of the petition, invited Mr. Dame for questioning. His scheduled appearance was later rescheduled to Monday, October 6, at 10:00 a.m., due to administrative adjustments. During the session, the former Attorney-General was expected to provide his official statement on the allegations.
Responding to the claims in earlier media interviews, Mr. Dame insisted that his advice to Mr. Jakpa was given in good faith, citing concerns over Jakpa’s health and his own international engagements at the time. He further accused Jakpa of secretly recording their private conversation, arguing that the content had been misrepresented to cast him in a negative light.
Legal analysts note that the allegations—if substantiated—strike at the core of public trust in Ghana’s justice system, as they touch on potential witness manipulation and evidence tampering. The outcome of the CID’s investigation could set a significant precedent for accountability among senior legal officials, even after leaving public office.
Given the prominence of the ambulance case and the political stature of those involved, observers say the development could have far-reaching political and legal implications.
Investigators are expected to rely heavily on the available evidence, including the alleged phone recordings and witness statements, to determine the veracity of the claims.
