The Meeting, which commenced on Tuesday, 3rd February 2026, was adjourned sine die.\u00a0<\/strong><\/p>\n<p>During this Meeting, the House held thirty\u2013two (32) Sittings within eight weeks and debated on a wide range of issues, including approved financial agreements, adopted reports, motions, and Bills.<\/p>\n<p>Below is a breakdown of the various businesses conducted on the floor of the House during the Meeting under review.<\/p>\n<p><strong>Major Constitutional Businesses\u00a0<\/strong><\/p>\n<p>The President, H.E. John Dramani Mahama, presented the Message on the State of the Nation on Friday, 27th February, 2026. This was in fulfilment of the constitutional provision in Article 67 of the 1992 Constitution.<\/p>\n<p><strong>Swearing In\u00a0<\/strong><\/p>\n<p>The Rt. Hon. Alban Sumana Kingsford Bagbin administered the oath of office to the newly elected Member of Parliament for Ayawaso East, Mr Mohammed Baba Jamal Ahmed. Below is a breakdown of the questions programmed in the course of the Meeting:<\/p>\n<p>\u2022 No. of Urgent Questions &#8211; \u00a0 \u00a05<\/p>\n<p>\u2022 No. of Oral Questions &#8211;\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0142<\/p>\n<p>Total-147<\/p>\n<p><strong>Bills Presented<\/strong><\/p>\n<p>A total of sixteen (16) Bills were presented to the House during the Meeting, of which nine (9) were passed, and seven (7) were at various levels of the Bill process.<\/p>\n<p>Below is a list of Bills passed and pending before the House before the end of the Meeting:<\/p>\n<p>These comprise the following:<\/p>\n<p>(i) Ghana Cocoa Board (Amendment) Bill, 2025 (at Committee Stage)<\/p>\n<p>(ii) Ghana Deposit Protection (Amendment) Bill, 2025 (Passed)<\/p>\n<p>(iii) Security and Intelligence Agencies Bill, 2025 (Passed)<\/p>\n<p>(iv) 24-Hour Economy Authority Bill, 2025 (Passed)<\/p>\n<p>(v) Governance Advisory Council Bill, 2025 (Passed)<\/p>\n<p>(vi) Interstate Succession Bill, 2025 (Second Reading)<\/p>\n<p>(vii) Legal Education Reform Bill, 2025 (Passed)<\/p>\n<p>(viii) Ghana Investment Promotion Authority Bill, 2025 (at Committee Stage)<\/p>\n<p>(ix) University of Engineering and Agricultural Sciences Bill, 2025 (Passed)<\/p>\n<p>(x) Human Sexual Rights and Family Values Bill, 2025 (at Committee Stage)<\/p>\n<p>(xi) Constitution of the Republic of Ghana (Amendment) Bill, 2025 (Referred to the Council of State)<\/p>\n<p>(xii) Value for Money Office Bill, 2026 (Passed)<\/p>\n<p>(xiii) Education Regulatory Bodies (Amendment) Bill, 2026 (Passed)<\/p>\n<p>(xiv) Community Service Bill, 2026 (Second Reading)<\/p>\n<p>(xv) Maritime and Related Offences Bill, 2026 (at Committee Stage)<\/p>\n<p>(xvi) Growth and Sustainability Levy (Amendment) Bill, 2026 (Passed)<\/p>\n<p><strong>Instruments Presented <\/strong><\/p>\n<p>Three (3) Instruments were presented during the Third Meeting in 2025, and they matured and came into force during the First Meeting. These are:<\/p>\n<p>(i) Public Procurement (Thresholds for Approving Authorities and Procurement Methods) Regulations, 2025 (came into force)<\/p>\n<p>(ii) Minerals and Mining (Royalties) Regulations, 2025 (came into force)<\/p>\n<p>(iii) Education Regulatory Bodies (National Teaching Council) Regulations, 2026 (came into force)<\/p>\n<p>(iv) Road Traffic Regulations, 2026 (pending)<\/p>\n<p>(v) National Identity Register (Amendment) Regulations, 2026 (pending)<\/p>\n<figure id=\"attachment_22934\" aria-describedby=\"caption-attachment-22934\" style=\"width: 640px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-22934\" src=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/11\/mahama-ayariga-recess.jpg\" alt=\"\" width=\"640\" height=\"402\" srcset=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/11\/mahama-ayariga-recess.jpg 640w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/11\/mahama-ayariga-recess-250x157.jpg 250w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/11\/mahama-ayariga-recess-600x377.jpg 600w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><figcaption id=\"caption-attachment-22934\" class=\"wp-caption-text\"><em><strong>Majority Leader, Mahama Ayariga<\/strong><\/em><\/figcaption><\/figure>\n<p>Furthermore, three (3) Instruments were presented to the House during this Third Meeting, namely, the Environmental Protection (Mining in Forest Reserves) (Revocation) Regulations, 2025 (came into force), and the Public Procurement (Thresholds for Approving Authorities and Procurement Methods) Regulations, 2025 and Minerals and Mining (Royalties) Regulations, 2025, both awaiting maturity.<\/p>\n<p><strong>Business Statements <\/strong><\/p>\n<p>Every Friday during the period under review, the Majority Leader, who also serves as the Chairman of the Business Committee, Mr Mahama Ayariga, presents the Business Statement for the ensuing week.<\/p>\n<p>In his absence, the Deputy Majority Leader, Mr Kweku Ricketts-Hagan, or the Majority Chief Whip, Mr Rockson Nelson Etse Dafeamekpor, presented the Business Statement on the floor of the House. This helped Members of Parliament understand the activities planned for the upcoming week and plan accordingly. The House adopted eight (8) Business Statements covering eight (8) sitting weeks of the meeting.<\/p>\n<p><strong>Statements by Members<\/strong><\/p>\n<p>During the Meeting, a total of fifty-nine (59) Statements were made on the floor of the House by Ministers and Members of Parliament on various subject matters. Some of these Statements necessitated referral to subject-matter Committees or Ministries for necessary actions.<\/p>\n<figure id=\"attachment_18833\" aria-describedby=\"caption-attachment-18833\" style=\"width: 747px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-18833\" src=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/01\/Afenyo-Markin.jpg\" alt=\"\" width=\"747\" height=\"448\" srcset=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/01\/Afenyo-Markin.jpg 747w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/01\/Afenyo-Markin-250x150.jpg 250w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2025\/01\/Afenyo-Markin-600x360.jpg 600w\" sizes=\"(max-width: 747px) 100vw, 747px\" \/><figcaption id=\"caption-attachment-18833\" class=\"wp-caption-text\"><em><strong>Minority Leader, Alexander Afenyo-Markin<\/strong><\/em><\/figcaption><\/figure>\n<p><strong>Approval of Disbursement Formula <\/strong><\/p>\n<p>The House considered and approved the following disbursement formula:<\/p>\n<p>(i) Proposed Formula for disbursement of the Ghana Medical Trust Fund (GMTF) for 2026<\/p>\n<p>(ii) Proposed Formula for disbursement of the National Health Insurance Fund for 2026.<\/p>\n<p>(iii) Proposed Formula for disbursement of the Ghana Education Trust Fund for 2026.<\/p>\n<p>(iv) Proposed Formula for Distributing the District Assemblies Common Fund (DACF) for the Year 2026.<\/p>\n<p><strong>Resolutions\u00a0<\/strong><\/p>\n<p>The House considered and resolved to approve\/ratify the following:<\/p>\n<p>(i) One (1) Master Gas Agreement<\/p>\n<p>(ii) Two (2) Contractual Agreement<\/p>\n<p>(iii) One (1) Mining Lease Agreement<\/p>\n<p><strong>Other Business<\/strong><\/p>\n<p>Some other categories of business (papers) were presented to the House and accordingly referred to the appropriate Committees for consideration and report.
