The Minister of State in charge of Public Sector Reforms and Member of Parliament for Tempane, Hon Lydia Lamisi Akanvariba, has called for stronger political and financial commitment towards the implementation of Ghana\u2019s Open Government Partnership (OGP) agenda, describing the initiative as a critical platform for strengthening democratic governance and rebuilding public trust in state institutions.<\/strong><\/p>\n

According to her, Parliament must continue to play a central role in advancing transparency, accountability, and citizen participation through the Open Government Parliamentary Caucus, the Open Parliament Action Plan, and the Open Parliament Steering Committee.<\/p>\n

Hon. Akanvariba made the remarks in a joint statement on the floor of Parliament on Friday, May 22, 2026, together with the Member of Parliament for Ho West and Chairman of the OGP Caucus in Parliament, Emmanuel K. Bedzrah, as part of activities marking the 2026 Open Government Week celebration observed from May 18 to 22.<\/p>\n

Delivering the statement in\u00a0 Parliament, the Tempane MP noted that Ghana has remained a member of the Open Government Partnership since its inception in September 2011 and has since made significant strides in promoting openness, accountability, and citizen-centered governance.<\/p>\n

She explained that Ghana\u2019s OGP framework operates through a co-creation model involving government institutions, civil society organisations, and other stakeholders, with the Public Sector Reform Secretariat under the Office of the President serving as the national secretariat.<\/p>\n

\u201cA 20-member Steering Committee with equal representation from government and civil society oversees the development and monitoring of the National Action Plans,\u201d she stated, adding that the committee also includes Members of Parliament from both the Majority and Minority sides of the House.<\/p>\n

Highlighting some of Ghana\u2019s achievements under the OGP initiative, Hon. Akanvariba pointed to the passage and operationalisation of the Right to Information Act, 2019 (Act 989), the establishment of a public beneficial ownership register, reforms in public financial management, and improved open data systems in sectors including health, education, and extractives.<\/p>\n

She noted that nearly half of the commitments under Ghana\u2019s most recently concluded National Action Plan achieved moderately early results, particularly in the areas of access to information and corporate transparency.<\/p>\n

The Minister also praised Parliament\u2019s growing role in Ghana\u2019s OGP process, citing the establishment of an Open Parliament Action Plan, an OGP Parliamentary Caucus, an Open Parliament Steering Committee co-chaired by the Speaker of Parliament and a civil society representative, as well as a dedicated working group made up of senior parliamentary staff and civil society actors.<\/p>\n

Hon. Akanvariba further highlighted Ghana\u2019s international recognition under the OGP initiative. She recalled that at the 2023 OGP Global Summit held in Tallinn, Estonia, Ghana won the Africa Regional Award in the National Category for its Public Accounts Committee and Audit Reports commitment, which was recognised as one of the continent\u2019s most impactful reforms in transparency and accountability.<\/p>\n

She mentioned that the Tarkwa-Nsuaem Municipal Assembly received recognition under the Local Category for its Youth Entrepreneurship and Women Empowerment Programme, while Ghana\u2019s Open Data Initiative previously earned an OGP Impact Award in 2021 for innovations such as \u201cWhere My Money Dey\u201d and the \u201cOnline Blood Bank of Ghana.\u201d<\/p>\n

The Minister disclosed that Ghana\u2019s Open Parliament reforms also received commendation during the recent African Open Government Partnership Conference in Rabat, Morocco, where the country was recognised for efforts aimed at mainstreaming open governance principles across state institutions.<\/p>\n

She therefore urged Parliament and the Executive to renew their commitment to the initiative by ensuring adequate support for the implementation and midpoint review of Ghana\u2019s 5th National Action Plan.<\/p>\n

Hon. Akanvariba further called for broader stakeholder consultations beyond Accra to ensure that citizens across all regions actively participate in governance and decision-making processes.<\/p>\n

She stressed the need to prioritise the passage and implementation of pending legislative commitments, including the Community Service Bill 2026, as well as Legislative Instruments required to operationalise the Right to Information Act, 2019 (Act 989) and the Fisheries and Aquaculture Act, 2025 (Act 1146).<\/p>\n

\u201cThe Open Government Partnership remains a valuable platform for Ghana to deepen democratic governance and restore public trust,\u201d she stated.<\/p>\n

She added that the implementation of OGP should not be treated as a donor-driven programme but rather as a national reform agenda jointly owned by Parliament, the Executive, civil society, and the people of Ghana.<\/p>\n
