The Minister for Roads and Highways, Hon. Kwame Governs Agbodza, has attributed the widespread malfunctioning of traffic and streetlights across the country to acts of vandalism, theft, and damage caused by reckless drivers, describing the perpetrators as “unpatriotic citizens.”<\/strong><\/p>\n

The Minister made the remarks when he appeared before Parliament’s Economic and Development Committee on Wednesday, June 10, 2026, in Accra.<\/p>\n

Responding to questions from members of the committee on road infrastructure and maintenance by the Ministry and its agencies, Hon. Agbodza lamented that public assets intended to improve safety and transportation are frequently vandalized or stolen, creating unnecessary costs for the state and inconveniencing road users.<\/p>\n

According to him, several incidents involving unauthorized interference with traffic signal installations have resulted in the destruction of critical infrastructure.<\/p>\n

“We have signal installation chambers built and maintained by our service providers. Sometimes other service providers, who are not connected to us, intrude into these chambers because it is convenient for them and, in the process, damage our installations,” he explained.<\/p>\n

Hon. Agbodza further noted that road accidents involving vehicles crashing into traffic light poles and control systems have become increasingly common.<\/p>\n

“These are expensive installations. On many occasions, we never get to identify the drivers responsible, and they simply get away while the state has to find resources to replace the damaged equipment,” he said.<\/p>\n

The Minister also expressed concern about the theft of components from solar-powered streetlights, revealing that batteries, metal fittings, and other valuable parts are often stolen and sold as scrap.<\/p>\n

“Some people remove batteries from solar lamps, while others take metal components and sell them as scrap. It is quite alarming that even installations in front of the Police Headquarters and the Jubilee House have not been spared,” he stated.<\/p>\n

He stressed that vandalism remains the primary reason many streetlights across the country are not functioning.<\/p>\n

“The majority of the time when you see lights not working, it is not because maintenance has not been carried out. It is simply because of vandalism,” he emphasized.<\/p>\n

Despite these challenges, the Minister disclosed that his ministry is engaging service providers to adopt more resilient technologies and improve infrastructure protection measures.<\/p>\n

Turning to road maintenance, Hon. Agbodza acknowledged that Ghana’s road network requires far more maintenance than is currently being undertaken, but pointed out that limited financial resources continue to constrain the sector.<\/p>\n

“We ought to be doing more maintenance works on our roads than we are currently doing. The issue is basically money,” he said.<\/p>\n

He painted a grim picture of the state of the country’s road infrastructure, indicating that many trunk roads are no longer fit for purpose.<\/p>\n

“Not even the road between our two major cities, Accra and Kumasi, is fit for purpose. That is why the government launched the Big Push initiative to comprehensively address the condition of our trunk roads,” he noted.<\/p>\n

The Minister revealed that approximately 2,200 kilometres of trunk roads are currently being upgraded under the programme, assuring Ghanaians that the roads would meet world-class standards.<\/p>\n

“We are building first-class roads to standards that can be compared with any road anywhere in the world. We believe Ghanaian engineers and contractors are capable of delivering the very best,” he said.<\/p>\n

Hon. Agbodza stressed the need for strict accountability in road construction, warning that project delays impose significant financial burdens on the state through cost overruns and contract variations.<\/p>\n

“Every penny committed to every inch of road in this country must be fully accounted for in terms of speed and quality. Any delay in road projects ultimately costs the public more money,” he stated.<\/p>\n

The Minister disclosed that by the end of 2024, the roads sector had accumulated a project portfolio valued at over GH\u00a2110 billion, with unpaid debts and interest amounting to nearly GH\u00a240 billion.<\/p>\n

He revealed that the government has already paid about GH\u00a213 billion towards outstanding obligations inherited from previous administrations and reiterated President John Dramani Mahama’s directive that ongoing projects should not be abandoned simply because they were initiated by a previous government.<\/p>\n

“As of now, we have not terminated any project simply because it was started before the current government took office. Every legitimately awarded project must continue because national development is a shared responsibility,” he affirmed.<\/p>\n

Hon. Agbodza concluded by assuring Ghanaians that the government remains committed to completing inherited projects while simultaneously initiating new ones to achieve the country’s development targets.<\/p>\n

“We are carrying on existing projects and adding new ones to ensure that we meet our national development objectives. That is what Ghanaians expect us to do,” he said.<\/p>\n
