{"id":8053,"date":"2022-09-01T20:03:15","date_gmt":"2022-09-01T20:03:15","guid":{"rendered":"https:\/\/expressnewsghana.com\/2022\/09\/01\/i-have-not-sighted-any-letter-ato-forson-authorized-payment-for-ambulances-health-minister\/"},"modified":"2022-09-01T20:03:15","modified_gmt":"2022-09-01T20:03:15","slug":"i-have-not-sighted-any-letter-ato-forson-authorized-payment-for-ambulances-health-minister","status":"publish","type":"post","link":"https:\/\/expressnewsghana.com\/?p=8053","title":{"rendered":"I have not sighted any Letter Ato Forson authorized payment for ambulances \u2013 Health Minister"},"content":{"rendered":"\n<p><strong>The Minister of Health, Kweku Agyeman Manu, has admitted before an Accra Financial and Economic Court that he has not seen any document which shows that a former Deputy Minister of Finance, Dr. Cassiel Ato Forson, authorized payment to Big Sea Trading Ltd for the purchase of 200 ambulances.<\/strong><\/p>\n\n\n\n<p>The admission came to light when Counsel for Dr Forson, Dr Abdul Basit Bamba, subjected the Health Minister to cross-examination on Thursday following Mr Agyeman Manu\u2019s evidence in Chief.<\/p>\n\n\n\n<p>Former Deputy Finance Minister, Dr Cassiel Ato Forson and former Chief Director of the Ministry of Health, Dr. Sylvester Anemana as well as businessman, Richard Jakpa, have been charged with causing financial loss to the state, over the importation of 30 ambulances that formed part of a consignment of 200, under a contract signed between the Ministry of Health and Dubai-based firm, Big Sea Limited in 2012.<\/p>\n\n\n\n<p>Dr Bamba asked Mr. Agyeman Manu pointedly whether he had \u201csighted any letter or correspondence showing that A1(Dr Forson), authorized payment after the LC was established\u201d?<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"696\" height=\"375\" src=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2022\/09\/Kwaku-Agyemang-Manu_5-696x519-1-696x375-1.jpg\" alt=\"\" class=\"wp-image-8052\" srcset=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2022\/09\/Kwaku-Agyemang-Manu_5-696x519-1-696x375-1.jpg 696w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2022\/09\/Kwaku-Agyemang-Manu_5-696x519-1-696x375-1-600x323.jpg 600w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2022\/09\/Kwaku-Agyemang-Manu_5-696x519-1-696x375-1-300x162.jpg 300w\" sizes=\"(max-width: 696px) 100vw, 696px\" \/><figcaption class=\"wp-element-caption\"><strong>Kweku Agyeman Manu<\/strong><\/figcaption><\/figure>\n\n\n\n<p>\u201cNo, my Lord, I have not sighted any such letter\u201d Mr. Agyeman Manu said.<\/p>\n\n\n\n<p>Dr Bamba had earlier asked the witness to read from a Bank of Ghana letter which showed that authorization for payment under the LC did not come from the first accused.<\/p>\n\n\n\n<p>In addition, Mr. Agyeman Manu was compelled under cross examination to read some lines from a statement given to investigators by Edward Markwei, who is head of the Trade Finance Department of the Bank of Ghana and doubled as the second prosecution witness in the case.<\/p>\n\n\n\n<p>Mr. Agyeman Manu\u2019s reading of this statement did not indicate that payment for the ambulances was authorized by Dr Forson.<\/p>\n\n\n\n<p>Both Messrs.
