{"id":9923,"date":"2023-01-11T15:43:21","date_gmt":"2023-01-11T15:43:21","guid":{"rendered":"https:\/\/expressnewsghana.com\/?p=9923"},"modified":"2023-01-11T15:43:21","modified_gmt":"2023-01-11T15:43:21","slug":"individual-bondholders-threaten-legal-action-over-debt-exchange-programme","status":"publish","type":"post","link":"https:\/\/expressnewsghana.com\/?p=9923","title":{"rendered":"Individual Bondholders Threaten Legal Action over Debt Exchange Programme"},"content":{"rendered":"<p><strong>A group of individual bondholders is threatening to take legal action against the government for including them in the controversial debt exchange programme.<\/strong><\/p>\n<p>The group, known as the Ghana Individual Bondholders\u2019 Forum in a statement signed by one of its convenors Senyo Hosi urged individual bondholders to reject and refrain from complying with the mandatory deadline imposed under the Domestic Debt Exchange (DDE) programme.<\/p>\n<p>It further urged indirect bondholders such as investors in mutual funds, cash trusts, and balance funds to inform their fund managers not to accept the DDE.<\/p>\n<p>It also advised government to open a channel of communication for \u201cimmediate frank, transparent and sincere dialogue on the DDE with the IBF with the view to seeking an effective resolution to the developing impasse and the fast-depleting confidence in the Ghanaian economy.\u201d<\/p>\n<p>Bondholders were taken after the government yielded to demands by Labour Union to exempt pension funds from the debt exchange programme.<\/p>\n<p>Ghana in December further extended the deadline to register for its domestic debt exchange to January 16 in order to \u201csecure internal approvals\u201d from the financial sector, according to the Finance Ministry.<\/p>\n<p>The Ministry of Finance also announced a change to the debt exchange, with eight additional instruments to be created.<\/p>\n<figure id=\"attachment_9915\" aria-describedby=\"caption-attachment-9915\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-9915\" src=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2023\/01\/295339202_595690165249396_8022630907209531737_n-e1673446788183-300x213.jpg\" alt=\"\" width=\"300\" height=\"213\" srcset=\"https:\/\/expressnewsghana.com\/wp-content\/uploads\/2023\/01\/295339202_595690165249396_8022630907209531737_n-e1673446788183-300x213.jpg 300w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2023\/01\/295339202_595690165249396_8022630907209531737_n-e1673446788183-600x426.jpg 600w, https:\/\/expressnewsghana.com\/wp-content\/uploads\/2023\/01\/295339202_595690165249396_8022630907209531737_n-e1673446788183.jpg 654w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-9915\" class=\"wp-caption-text\">MR SENYO HOSI<\/figcaption><\/figure>\n<p>Under the original plan, local bonds were to be exchanged for new ones maturing in 2027, 2029, 2032, and 2037, with annual coupons set at 0% in 2023, 5% in 2024, and 10% from 2025 until maturity.<\/p>\n<p>Announcing the latest extension, the Finance Ministry said that eight additional instruments would be created, bringing the total number of new bonds to 12, with one maturing each year from 2027 to 2038.<\/p>\n<p><strong>The Ghana Individual Bondholders\u2019 Forum said the following in its statement:<\/strong><\/p>\n<p>Pending further consultations and engagements (including the pursuit of legal action where necessary),<br \/>\nwe entreat as follows:<\/p>\n<ol>\n<li>Direct Bondholders:<br \/>\nReject and refrain from complying with the mandatory deadline imposed under the DDE program<br \/>\nand join the efforts of the IBF.<\/li>\n<li>Indirect Bondholders (Investors in mutual funds, cash trusts, balance funds).<br \/>\nInform your fund managers not to accept the DDE.<\/li>\n<li>Government<\/li>\n<\/ol>\n<p>Kindly open a channel of communication for immediate frank, transparent and sincere dialogue on the DDE with the IBF with the view to seeking an effective resolution to the developing impasse and the fast-depleting confidence in the Ghanaian economy<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A group of individual bondholders is threatening to take legal action against the government for including them in the controversial debt exchange programme.
