GRA Debunks NIA’s Claims over Unpaid Fees, Clarifies Legacy Debt Issues
The Ghana Revenue Authority (GRA) has responded to recent claims by the National Identification Authority (NIA) regarding alleged unpaid fees, which reportedly led to the disconnection of the GRA from the NIA’s Identity Verification System (IVS).
In a press release, the GRA expressed surprise at the assertions made by the NIA and sought to clarify the matter.
According to the statement, the GRA explained that the purported debt stems from a legacy liability incurred through services rendered by the NIA prior to 2025. However, the Authority noted that based on its current assessment, the transaction that created the alleged debt did not receive the necessary regulatory and governance approvals.
“The GRA’s commitment to transparency, compliance, and proper governance protocols does not allow us to enforce transactions that fall outside regulatory requirements, especially within the framework of the Government’s renewed vision,” the statement emphasized.

The GRA further pointed out that the NIA has been operating registration desks at GRA offices across the country for several years, issuing Ghana Cards to individuals without paying rent or utility charges for the use of the premises.
Despite the current misunderstanding, the GRA acknowledged the need for strong inter-agency cooperation, especially in integrating the Ghana Card into the national tax system. The Authority confirmed that high-level discussions are underway to resolve the matter, especially given that GRA has identified procedural breaches and no formal service agreement appears to exist between the two parties.
“The GRA remains committed to working with the NIA and other stakeholders in good faith, and we are confident that these issues can be resolved amicably,” the statement said.
The Authority also took the opportunity to reassure taxpayers and the public of its dedication to its core values of fairness, integrity, responsiveness, service, and teamwork.
