In a stirring statement that shifted the parliamentary focus from national hurdles to untapped potential, the Hon Solomon Kuyon, Member of Parliament for Krachi Nchumuru, has called for the establishment of a National Youth Development Fund to tackle the increasing level of youth unemployment in the country.

Speaking before the House on Monday, March 9, 2026, the lawmaker argued that Ghana’s “national engine of innovation” is currently idling and requires a permanent, structural infusion of capital to ignite true economic transformation.

​Hon. Kuyon, who serves on the Youth and Sports Committee, emphasized that while the ambition of Ghanaian youth spans from the fishing shores of the Volta Lake to the tech corridors of Accra, a formidable barrier of “accessible and patient finance” remains.

He noted that existing youth interventions have largely been a patchwork of short-term programs that provide temporary relief but fail to build permanent pathways to prosperity.

His proposal seeks to move beyond these cycles by creating a professionally managed, politically independent endowment established by an Act of Parliament.

The vision for the Fund rests on a comprehensive three-tiered strategy designed to support every stage of a young entrepreneur’s journey.

The first phase focuses on providing seed capital through micro-grants and low-interest loans for those aged 18 to 35, aimed at democratizing the ability to start small businesses.

This is followed by a “scale-up” pillar, which would offer venture capital to promising small and medium-sized enterprises, transitioning them from self-employment ventures into major job-creating engines.

He believed a dedicated grants for modern apprenticeships and innovation hubs to ensure youth skills remain aligned with the 21st-century global economy.

Hon. Kuyon stressed that youth unemployment is not a partisan issue and does not wear the colors of any political party.

He called for the immediate formation of a bipartisan working group to draft enabling legislation.

To ensure the Fund’s sustainability, the MP suggested exploring dedicated levies on the profits of the extractive and telecommunications sectors, alongside contributions from international development partners and corporate social responsibility investments.

​In a direct message to the younger generation, Hon. Kuyon reaffirmed that their success is inextricably linked to the success of the nation.

He urged the Ninth Parliament to be remembered not for its political divisions, but for its unity in transforming Ghana’s demographic dividend into a historic opportunity.

The MP said providing the tools for self-reliance today, would ultimately bridge the gap between youthful imagination and economic reality, securing a resilient future for all Ghanaians.
