Minority Demands NaCCA Boss, Board Chair Sack Over LGBTQ+ Manual Controversy
The Minority caucus in Parliament has called immediate dismissal of Professor Samuel Ofori Bekoe, Director-General of the National Council for Curriculum and Assessment (NaCCA), and the Council’s Board Chair.
The demand follows a heated controversy over the inclusion of LGBTQ-related content in a Physical Education teacher manual, which the Minority describes as “gross negligence” and a “breach of public trust.”
The agitation centers on the Year Two Physical Education and Health (Elective) Teacher Manual.
While NaCCA has since withdrawn the printed copies and issued a revised version, the Minority insists that the initial distribution has already caused irreparable damage and financial loss to the state.
Key Allegations and Financial Loss
Speaking to the media on Thursday, January 15, Member of Parliament for Old Tafo, Vincent Ekow Assafuah, argued that the leadership of NaCCA failed in its oversight responsibility.
“We demand the dismissal of the Director-General of NaCCA and the Chairman of the Board for failure of oversight… NaCCA is now telling us the document was developed in 2024. If you don’t believe in it, why go ahead to even print them in 2025?”

Assafuah emphasized that the cost associated with the printing, nationwide distribution, and subsequent recall of the materials constitutes a “financial loss to the state,” for which the heads of the institution must be held accountable.
Background of the Controversy
The issue gained momentum following claims by Rev. John Ntim Fordjour, MP for Assin South, who alleged the government was using educational materials to promote an LGBTQ agenda.
In its defense, NaCCA admitted that sections of the manual regarding “Gender Identity” were “inconsistent with Ghanaian culture, norms, and values.”
The Council maintains that the newly released version has been corrected to provide a strictly biological understanding of the subject matter in alignment with national standards.
